RHV: some hosts are missing in "hosted-engine --vm-status"
Issue
- hosted-engine --vm-status output on SHE hosts is inconsistent among hosts
- some hosts are missing in --vm-status
- some hosts are attempting to start the HE VM, but its already running on one of the hosts that is not visible.
