Can soft affinity impact strict packing in OpenStack?

Issue

• We use very strict packing so that we can use compute resources efficients.
• Soft-affinity from what I understood try to fit vms in same compute if it can otherwise it will try another one.
• In case of affinity as you know same situation some vms will fail.
• In affinity it is a scheduler filter but soft affinity it is using weights.
• Our concern is with soft affinity there is a possibility of undoing our packing?
