Volumes are stuck in "deleting" or "creating" state

Issue

• We have volumes in one of our Red Hat OpenStack 13 environments stuck in the "deleting" state. After deleting the volumes, we expect them to be removed after a short delay.

• Creating new volumes is also getting stuck on "creating".

• pcs status shows something similar to this:
