Framework Upgrade of DVR Compute nodes fails because of wrong openstack-neutron-l3-agent or openstack-neutron-metadata-agent container image

Issue

• During the Pre-fetch phase of the Framework Upgrade Ansible returns the following for a compute node configured for DVR:
