Login into OS console in CoreOS while bootstrapping in OCP 4

Issue

When deploying OpenShift on OpenStack in IPI mode, it's possible for the bootstrap node to have a network configuration problem. There are cases where the OpenStack network may not allow the user to connect to the bootstrap node via SSH, and the next step in debugging would be to use the Linux console to check the network configuration, but according to information from the OpenShift Slack channel it is not possible to log in to the console. Adding this ability would allow admins to more easily debug installation failures.
