Healthchecks producing verbose debug log data in OpenStack

Issue

  • The health checks for several subsystems (heat_api, ironic_pxe_http, etc.) write excessive debug level information into /var/log/messages.
  • OpenStack containers generate unneeded healthcheck data which creates extremely large log files.
