Exclude filter does not actually exclude everything.

Issue

• Content view filter does exclude errata but not exclude packages from the same errata.
• Example:

Content view details: 
 Contains Red Hat Enterprise Linux 7 Server RPMs x86_64 7Server repository. 

Filter Details: 
 Filter type: Exclude errata
 Filter start date: November / 03 / 2016
 Filter end date: None
 Filter date type: Updated On or Issued on (both fails)

Results - RHBA-2017-2325 errata, it is excluded, but the packages (example- bind) coming from this errata are still visible in this content view.
