Ability to Filter/Change Notifications for Users or Groups

Issue

• Have a CloudForms region with a large amount of users in groups, with large number of VMs. This translates into a ton of UI popup notifications for VMs that our users typically don't care about. Would like to have notifications scoped to VMs that users own, instead of by group.
