OpenShift projects get stuck in terminating state on AWS deployment

Issue

When attempting to delete a project from an OpenShift cluster deployed on AWS, the project gets stuck in a terminating state:

$ oc get project app-project
NAME          DISPLAY NAME   STATUS
app-project                  Terminating
