Why is my cinder-volume always being created on one of the backends in the pool?
Issue
- We have configured multiple backends for a pool, but when we create volumes they always only get created on one of them.
Environment
- Red Hat OpenStack Platform
- volumes configured as thin provisioned ( 'provisioning:type' is not 'thick' in extra_specs )
