flatpak fails to run due to a missing dependency on libostree

Issue

• flatpak will fail to run due to a missing dependency on libostree and ostree is not available outside of Red Hat Enterprise Linux Atomic Host
• The following error is seen when running flatpak

    flatpak: error while loading shared libraries: libostree-1.so.1: cannot open shared object file: No such file or directory
