Issue

openstack flavor create --id 10 --vcpus 16 --ram 49152 --disk 40 cdv.prod
Not all flavors have been migrated to the API database (HTTP 409) (Request-ID: req-46d15143-a8f5-4694-bc41-4a2d06fff0b8)
[root@control-02 (openstack_admin)]# nova-manage db online_data_migrations
