Why are Subscriptions not being created for new custom Products in Satellite 6?

Issue

• When I create a new Product Satellite does not create the corresponding Subscription for it:

# hammer product create --name "Custom Product 1"

• If I go to "Monitor" --> "Tasks", the result of the corresponding Actions::Katello::Product::Create task is success.

• Why isn't a Subscription being created for the new Product?
