Multiple nova-novncproxy daemons running, can't 'stop' them

Issue

Many copies of the nova-novncproxy service get started, connections to new consoles fail, and 'service openstack-nova-novncproxy stop' fails, requiring a manual 'kill' of all processes. After several days/weeks of usage, issue appears to be 100% reproducible.
