yum-plugin-priorities doesn't work - all repos priority 99

Issue

  • While following the directions for installing Red Hat Enterprise Linux OpenStack Platform 4.0, it is not possible to set the OpenStack repo priority to 1. We need a work around to allow us to correctly set the repo priorities so RHEL can be upgraded and OpenStack installed.
