Neutron ovs agent is timing out during bulk_pull.
Issue
- Following a reboot of the compute node or restart of neutron_ovs_agent, the ovs ports remained down. VM's were not reachable.
- Restarting neutron services on controllers and neutron_ovs_agent on compute did not help.
