Instances scheduling is not equally spread across all available computes

Issue

• Instances placement strategy is not working as expected. When creating virtual machines the scheduler fills up an Hypervisor completely instead of spreading VMs across all available Computes (according to weights, aggregates and properties/capabilities, of course)
