Container glance_api_cron doesn't have any cron jobs present by default

Issue

• After update RHOSP from version 16.2.3 to 16.2.4, new container named glance_api_cron container is present.
  It doesn't exist in version 16.2.3.
• When entering inside the container glance_api_cron, no cron job is listed.
• Absence of cron job is causing failure of service tripleo_glance_api_cron_healthcheck.service.
