Pods fail to create due to missing CRD error in RHOCP4
Issue
- CRDs deleted accidentally
- Pods fails / crashloopbackoff due to missing CRDs error
- ERROR no matches for kind "OperatorPKI" in version "network.operator.openshift.io/v1" - if kind is a CRD, it should be installed before calling Start
