OpenStack: vendordata not passed to instance

Issue

• We are trying to use vendordata to pass app's metadata to instance in our OSP13 environment, but when we check /var/lib/cloud/instance/vendor-data.txt in the instance we don't see the contents we added to vendor_data.json
