Enable CAC / smart card in RHEL 8

I'm aware of https://access.redhat.com/articles/4253861 but it isn't helping.

It mentions pcsc_scan, which is part of pcsc-tools, but yum isn't finding it. If it's in some optional repository, I don't know where.

All documentation I can find for Chrome talks about NSS, but it looks like nss-tools is no longer being used, and p11tool / p11-kit is now, but I can't find anything that helps.

In my Firefox 68.2, I cannot add a security module /usr/lib64/opensc-pkcs11.so (or anything... I always get "Unable to add module")
