[bug] Can't run openstack -h

What problem/issue/behavior are you having trouble with? What do you expect to see?

Running openstack -h fails halfway through the output:

$ openstack -h
...

overcloud deploy Deploy Overcloud
overcloud image build Build images for the overcloud
overcloud image upload Create overcloud glance images from existing image files.
Could not load EntryPoint.parse('overcloud_netenv_validate = rdomanager_oscplugin.v1.overcloud_netenv_validate:ValidateOvercloudNetenv')
ERROR: openstack 'ArgumentParser' object has no attribute 'debug'

I think I found a BZ tracking this issue 1268945 - any idea if there's a fix for it yet or when it's planned?

Happened after I updated to the latest openstack packages

When does the behavior occur? Frequently? Repeatedly? At certain times?

100% reproducible
