Offline Registration

I was looking at [How to register and subscribe a RHEL system to the Red Hat Customer Portal using Red Hat Subscription-Manager] (https://access.redhat.com/solutions/253273) and it links to [manually registering the system] (https://access.redhat.com/solutions/3121571) for "offline registration". However, I cannot see 3121571, it just gives me an "access denied" message.
I don't know if this is a subscription/access thing, or whether the link is just broken?
Can anyone help?
