Needing to disable Terminal access in Console

Greetings,
I'm working on setting up a jump box that requires both password and keys for authentication to satisfy the requirements of a PCI audit. To make it easier for application administrators to add their SSH keys, I have cockpit installed and have guided two users through the process to add their keys. Everything works so far. The trouble is that accessing the web console, and selecting Terminal from the left side, bypasses SSH, negating the MFA efforts while Cockpit is running.

I need to find a way to disable Terminal from the web interface, while retaining access to the interface so users can manage their keys.
