DHCP: No subnet declaration for interface (no IPv4 addresses).

I recently transitioned a server from CentOS 7 to RHEL 8 and I have run into an issue with dhcp. I am using the same dhcpd.conf file that I used before as it worked fine for centOS. However, I am now getting an error when I try to start dhcpd

No subnet declaration for (no IPv4 addresses).
** Ignoring requests on . If this is not what
you want, please write a subnet declaration
in your dhcpd.conf file for the network segment
to which interface is attached. **

I have attached a sample of my dhcpd config. There are 32 hosts altogether, all with fixed addresses.
