NFS cluster: does it really need Fencing, when using Virtual Machines in a Cloud Service?

Hi,
I need to implemented a NFS cluster, on RHEL 7, in a cloud environment (OpenStack)...

Now, about fencing... it seems to me Fencing is all about real bare-metal servers, not about VMs... In my case, all RHEL servers are virtual, inside this OpenStack cloud.

So, do I really need fencing? Of course, there's no power switch whatsoever, that I know of at least...
