RHOSP13 with ovs

Hello folks,

any help how i can deploy openstack 13 with ovs instaed of ovn.
for ovn i add in the deployment the neutron-ovn-ha-dvr.yaml.
what is the procedure for ovs?
the proble is the with rhosp13 there is a bug with ovn. Minor update to 13.z does not help.
the deployment stuck in step 3

error:
ocf:ovn:ovndb-servers' is not installed or does not provide valid metadata: Metadata query for ocf:ovn:ovndb-servers failed: Input/output error, use --force to override
