Why does the vm.pagecache tuning appear to be missing in certain versions of Red Hat Enterprise Linux?

In Red Hat Enterprise Linux 2 and 3 there was a vm tunable called pagecache. This tunable does not appear to be available in Red Hat Enterprise Linux 4 until Red Hat Enterprise Linux 4.6, and also not available on Red Hat Enterprise Linux 5 until Red Hat Enterprise Linux 5.1.
