Changing a Red Hat Directory Server replica role "read only"/hub/master and error "replica id in the state - 65535"

Issue

I modified the configuration of a Red Hat Directory Server instance to change the replica role from, for example, a read only replica / consumer to a hub or a master using the Directory Server console like described in the documentation, Administration Guide in chapter "11.10. Making a Read-Only Replica Updatable".
The initial conversion seem to work, but after the Directory Server instance is restarted, replication is failing with the following error:
