Issue

Is it possible to configure the satellite to do the following upon shutdown?
1. Allow all current yum updates to finish downloading.
2. Disallow new connections to the satellite.
3. Not shut down until all current activity has finished.
4. Have this behavior able to be turned on or off with a switch.
