Why can one not find the minimal installation option in Software Selection section of Red Hat Enterprise Linux 7.0 Workstation?

Issue

Installing Red Hat Enterprise Linux 7.0 Workstation and not able to see the minimal installation as Base Environment in Software Selection Section of Anaconda installer.
This is available in Red Hat Enterprise Linux 7.0 Server as well as in Red Hat Enterprise Linux 6.x installations.
Is this change intentional?
