kdump fails with an error "DRHD: handling fault status reg 702"

Issue

• When attempting to capture a vmcore, either on genuine panic or when crashing sytem with SysRq+c, kdump fails with the following error:

Waiting for required block device discovery
Waiting for 1 sda-like device(s)...DRHD: handling fault status reg 702

and then messages similar to this, repeated many times

INTR-REMAP: Request device [[02:00.1] fault index 41
INTR-REMAP:[fault reason 34] Present field in the IRTE entry is clear
