Error when creating an application in OpenShift Enterprise

Issue

When we try to create an application in OpenShift Enterprise (OSE) 2.0 we get this error:

Unable to complete the requested operation due to: An invalid exit code (1) was returned from the server node03.my.openshift.example.com. This indicates an unexpected problem during the execution of your request.. Reference ID: c9523f213ee6b87d065a9bc0fdb0c6c1

At the same time, a message like this is logged in /var/log/secure coinciding with the attempt to create application:
