How to move root partition from one disk to another?

I have the root partition mounted on
/ dev/sdb1. I would like to move this partition on/dev/sda8. Can I do this kind of operation? If so, how can I do? -
Want to move the root partition from
/dev/sdb1or/dev/sda8. No LVM configured, is it possible if we copy the data on new disk, re-install grub and edit the device.map file?
