Issue

A specific user is unable to add additional storage to a gear in OpenShift Enterprise. When attempting to add storage with rhc, the following error is seen:

$ rhc cartridge storage -a exampl -c jbosseap-6 --add 1GB
Set storage on cartridge ... You are not allowed to request additional gear storage
