Resolution
- In VMware, change the CPU topology.
For example, a VMware virtual system presented with 4 sockets, change to 2 sockets, 2 cores per socket
(which would still be 4 vCPUs).
Root Cause
- The subscription purchased is only up to 2 sockets but the VMware virtual guest contains 4 sockets.
Diagnostic Steps

Check the subscription available:
Red Hat Enterprise Linux Server, Standard (1-2 sockets) (Up to 1 guest)

Check the system fact for the number of sockets:
# subscription-manager facts
