The location of the clock applet in GNOME panel is alway Boston by default after installation with Red Hat Enterprise Linux 6

Issue

On RHEL 6 machine, the default location of clock applet in GNOME panel is always Boston, and the default time zone is America/New York.
The time zone chosen during installation is not used for the default. The results were the same when we selected the 'System uses UTC' option during the installation.
