use-duplicate-detection drops the messages

Issue

• a client sends a message on a topic with a "duplicateID"; topic is full, as well the "address-full-policy" sends a FAIL to the client and drops the message (drop occurs server-side); after "moments", topic has free space; the same client sends back the same message with the same "duplicateID"; topic drops the message because is duplicated.
