Stopping cinder-volume service on one host, the cinder-volume creation stopps to work at all
Issue
- having multiple hosts with cinder-volume service running
- stopping one instance of the service on a host
- now the cinder-volume creation stops to work anymore and the volumes to be created are pending in the status "creating" forever
