Bidirectional federation fails in one direction after qpid broker restart
Issue
- having two (standalone) brokers (say A and B) inter-connected by bi-directional federation
- restarting broker A, it establishes the federation to B properly
- BUT broker B does not re-establish the disconnected federation link to A
Why that occurred? How to workaround it, ideally without restarting a broker?
