[ML2/OVN] NUMA-aware vSwitch feature doesn't work as expected: NUMA affinity for physnet is not taken into account

Issue

• Despite the fact that recommendations from NFV guide were followed, instance and its VHU interface are assigned to different NUMA node (not one defined via neutron_physnet_PHYSNET)
• Instance and VHU interface are assigned to NUMA node other than specified in [neutron_physnet_PHYSNET] section
