New vTPM-enabled instance cannot be created after rebooting compute nodes or restarting nova_virtqemud

Issue

  • After rebooting compute nodes or restarting nova_virtqemud.service, new vTPM-enabled instances cannot be created due to the following error message.

    </var/log/containers/nova/nova-compute.log on a compute node>

  • This issue also occurs after a compute node is fenced by instance-HA setting.
