How to apply a specific crypto policy for SSH in RHEL 9 to allow legacy systems to connect?

Solution Verified - Updated -

Issue

  • RHEL 6 systems cannot connect to RHEL 9 SSH servers.
  • Setting DEFAULT:SHA1 as the crypto policy works, but this opens up weaker ciphers for more than only SSH.
  • Need to configure SSH on RHEL 9 to accept connections from older systems without impacting the rest of the system.

Environment

  • Red Hat Enterprise Linux 9
  • openssh-server
