Libovsdb SB Client Initialization Error: Unable to Connect to Endpoints

Issue

• During OCP 4.10.39 to 4.12.40 upgrade and After applying NTP and timezone post configuration to the cluster using Machine Configs one of the ovnkube-master pod is stuck on Crash Loop Back Off with error:
