Very long delays printing to LPD printers in RHEL

It was reported that printers did not work for more than one hour but during the call to resolve the issue, they began printing again. This occurs again and again.

If a series of 400 jobs is submited to the queue, everything runs fine. However, if a series of 1700 jobs is sent to the same queue, the queue pauses for an hour after around 500 jobs are completed.
Environment
- Red Hat Enterprise Linux (RHEL) 8 & 9
- Common Unix Printing System (CUPS) 2.3.3op2-16.el9 & cups-2.2.6-51
- Printing to print devices (printers or other print servers) using the Line Printer Daemon (LPD) protocol
