OpenShift cluster upgrade blocked due to resource deletions are in progress

Issue

  • From 4.13.14 to 4.13.18, the Upgradeable status condition in the Cluster Version Operator (CVO) is false due to some "resource deletions are in progress", blocking the upgrade to 4.14.

  • Red Hat OpenShift Container Platform (RHOCP)
    • RHOCP 4.13.14 to 4.13.18
      • including EUS-to-EUS upgrade from 4.12 to 4.14 using impacted version
