Kerberos support for libserf in RHEL 9

libserf-1.so.0 in RHEL 9 is not compiled to support kerberos.

/usr/bin/svn uses the library /lib64/libserf-1.so.0 ( provided by libserf-1.3.9-26.el9.x86_64) to connect to the subversion server via http and this library has to be compiled with kerberos support to enable svn to authenticate the user to the server via kerberos which is missing in RHEL 9.
