RHEL aarch64 KVM images do not work on Oracle OCI

Issue

Using a standard RHEL KVM qcow2 image on a VM.Standard.A1.Flex instance on Oracle OCI doesn't work.

The image installs and the installed instance boots, but public and private networking, serial console, and Cloud Shell console do not work on the instance.

Environment

  • Red Hat Enterprise Linux (RHEL) 8.8 KVM qcow2 image
  • Red Hat Enterprise Linux (RHEL) 9.2 KVM qcow2 image
