How Do I Set Up an HA-only Cluster with AMQ 7?

Issue

I would like to set up a replicated cluster in AMQ 7 for HA-only. I don't want any sort of message forwarding, load-balancing, or redistribution behavior. I just need the cluster for quorum voting purposes to mitigate split-brain behavior. How do I accomplish this?
