Issue

We intend to use Intel DPDK (data-path development kit) to boost the performances of some user-plane applications in charge of packet processing.

Intel DPDK requires high-resolution timer usage (i.e. HPET feature) and the capacity to remap the HPET registers into the memory of a user process.
